In the first three quarters of 2023, global sales of new energy vehicles reached 9.746 million, of which 6.278 million were sold in China, maintaining a high-speed growth trend of new energy vehicles. At the 2023 World New Energy Vehicle Conference held from December 7th to 9th, Wan Gang, Chairman of the China Association for Science and Technology and President of the World New Energy Vehicle Conference, used a set of data to explain the development trend of global new energy vehicles entering the stage of comprehensive marketization.

"Developing new energy vehicles is the only way for the global automotive industry to achieve green, low-carbon, and sustainable development." Chen Jiachang, Deputy Minister of Science and Technology, said that China has persistently carried out key core technology research and development for new energy vehicles, laid out the industrial chain around the innovation chain, relied on the strong innovation chain of the industrial chain, and continuously improved the level of technology research and industrialization, providing an important driving force for the comprehensive marketization of new energy vehicles.
From January to October this year, the production and sales of new energy vehicles in China both exceeded 7 million units, with a market penetration rate of over 30%. As the first province in China to publicly announce the cessation of sales of fuel vehicles by 2030, the penetration rate of Hainan's new energy vehicle market has approached 50%, ranking first in the country.
Feng Fei, Secretary of the Hainan Provincial Party Committee, stated that Hainan is increasing its efforts to layout the research and development, design, manufacturing, and sales industry chain of new energy vehicles, focusing on promoting a new energy vehicle dream factory characterized by high-end intelligent customization, and actively promoting the pilot of intelligent connected vehicle access and road traffic, creating the first consumer oriented smart transportation system and a demonstration province for fully open vehicle networking applications in the country, striving to make the roundabout tourism road fully open A vehicle energy road cloud demonstration road with rich scenes.
During the conference, the "Green and Low Carbon Development Roadmap 1.0 for the Automobile Industry" jointly prepared by multiple departments was officially released, which for the first time clarified the carbon emission accounting boundary of the automobile industry at the industry level and proposed the development vision of green and low carbon in the automobile industry: striving to achieve carbon peak before 2030, and then supporting the national carbon neutrality goal to be achieved as scheduled through more than 30 years of continuous efforts.
"Cars are an important source of carbon emissions in China. In 2022, the carbon emissions from car operation will account for about 8% of the total social emissions and 80% of the total traffic volume." Li Jun, an academician of the CAE Member and honorary chairman of the Chinese Society of Automotive Engineering, believes that in the future, China's car ownership still has about 200 million growth space. It is expected that by 2030, the total sales of domestic cars will exceed 30 million, which is very challenging to reach the peak of car carbon.
Promoting the green and low-carbon development of the automotive industry is a challenging, complex, and long-term systematic project. In Li Jun's view, it is necessary to steadily promote the transformation of the automotive industry from energy consumption "dual control" to carbon emission "dual control" with carbon emission intensity management as the main focus. Around the orderly promotion of green and low-carbon management transformation, continuous support for green and low-carbon technology innovation, promotion of green and low-carbon vehicle development, establishment of a green and low-carbon manufacturing system, and coordinated construction of a green and low-carbon collaborative system, a policy, regulatory, and standard system should be systematically planned to support the carbon reduction of the automotive industry, To provide support and guarantee for the comprehensive green and low-carbon transformation of the automotive industry.
"The global automotive industry should strengthen confidence in the development of comprehensive electrification, continue to strengthen the coordinated breakthrough of key technologies such as power cell system, new chassis architecture, auto drive system, and promote the typical scenario application and new infrastructure construction of the integrated development of vehicle, energy, road, and cloud." Wan Gang stressed that hydrogen energy is an important carrier for achieving green and low-carbon transformation, and should take the demonstration of fuel cell vehicles as an opportunity, Efforts will be made to promote core technological innovation in hydrogen and fuel cell vehicles, connect the "hydrogen high-speed" network, and promote cross regional scale operations; Reasonably layout and construct hydrogen energy facilities, build a "hydrogen corridor", and form a comprehensive and large-scale hydrogen transportation major demonstration project.
The theme of this conference is "openness, inclusiveness, cooperation, integration, and common development", jointly hosted by the China Association for Science and Technology, the People's Government of Hainan Province, the Ministry of Science and Technology, and the Ministry of Ecology and Environment. The conference also released the consensus of the 2023 World New Energy Vehicle Conference and the selection results of the 2023 Global New Energy Vehicle Frontiers and Innovative Technologies.
