On December 11, 2023, the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Administration of Taxation issued a notice on adjusting the technical requirements for new energy vehicle products with reduced or exempted vehicle purchase tax (hereinafter referred to as the "Technical Requirements Announcement"), which adjusted the content from three aspects: existing technical indicators, low-temperature mileage attenuation technical indicators, and requirements related to battery swapping mode vehicle models.
It is worth mentioning that in order to guide industry enterprises to continuously improve the low-temperature resistance performance of new energy vehicle products, the second item has added new content to the Technical Requirements Announcement regarding the "low-temperature mileage attenuation technical index requirements". This also means that the country has put forward stricter requirements for the low-temperature mileage attenuation rate, battery system energy density, maximum speed, and range of new energy vehicles.
Cui Dongshu, Secretary General of the Joint Conference on Passenger Car Market Information, also focuses on technology as a solution to the problem and further recognizes the performance of new energy vehicles in recent years. He said in an interview, "The current situation of 50% battery life loss is still concentrated in relatively old models, while new models generally maintain good performance. In terms of technology, efforts need to be made to improve the thermal management of pure electric vehicle power batteries in low-temperature environments."
At the practical level, ensuring a certain temperature is the key secret to improving charging efficiency under low temperature conditions. According to data, the optimal operating temperature for power batteries is around 25 degrees Celsius.
"New energy vehicles can better ensure battery vitality under suitable temperature conditions. Generally speaking, it is ideal to choose indoor places during the day, such as underground parking lots, enclosed garages, etc. When indoor charging cannot be achieved, it is best to charge in a place with sunlight." Industry insiders suggest to reporters.
It is equally important to do a good job of "preheating" before charging. The habit of "charging as needed" and "charging as soon as used" can save charging time for car owners. A new energy vehicle owner, based on their own experience, gave feedback to reporters that charging immediately after driving only takes less than half a minute to heat up, while vehicles parked in low-temperature environments for a long time take more than half an hour to heat up.
The car owner told reporters, "After the vehicle is used up, while the battery still retains some heat, using this period of time for charging or pre heating before charging can reduce the time for heating the battery and improve charging efficiency."
